1. Apologies for absence–Apologies were received and accepted for Councillors M Barber-Starkey, N Bullock and R Cotton.
2. To receive Declarations of Interest
CouncillorE Thomas declared a disclosable interest to item 11.1b on the agenda.
3. Website
Councillors received a demonstration from Eyelid Productions on the proposed new Parish Council Website.He showed how the website would be more interactive with residents and how Planning applications would automatically be posted onto the website from receipt to Herefordshire Council Planning.
4. Public Participation
The member of the public present did not wish to speak.
5. Minutes
The minutes of the Parish Council meeting held on the 4th November2015were approved as a correct record of that meeting and signed by the Chairman.
6. Ward Member Report
Councillor B Durkin presented his report of November 2015, previously circulated by email. The main points being the additional funding from Central Government for faster broadband and business rates to 2020.
RESOLUTION: That the report be noted.
7. Neighbourhood Plan
The representative of the Neighbourhood Plan Working Party presented the report of meeting held on the 18th November2015.
RESOLUTION: That the report be noted and signed by theChairman.
8. Transparency Code
The clerk reported that the decision on the Transparency grant application had not been received yet.
9. Parish Council Noticeboard
Councillor Thomas reported that the person he had suggested to build a new noticeboard was unable to do so. Therefore the clerk was instructed to investigate other suppliers and bring quotes to the next meeting.
10. Parish Tree Warden
As the request for applications for a Parish Footpath and Tree officer would appear in the December Mercury, this item to be placed on the next agenda.
11. Planning
11.1 Planning Applications.

a) Site Gatchapin Farm, Rushall, Ledbury, HR8 2PE
Description Proposed construction of glazed link between farmhouse and dairy. Revised proposals for conversion of dairy to form ancillary accommodation.

Before leaving the room, Councillor E Thomas requested it be noted that he believed Councillor T Weston should declared an interest to this item on the agenda.
b) Site The Slip Tavern, Much Marcle, Ledbury, Herefordshire HR8 2NG
Description Proposal to extend first floor to provide 2 B & B rooms and internal alterations. Remove first floor connection to garage. Extend and convert existing garage and bedrooms to self-contained dwelling.

12. Highways
12.1 Highways issues to report:
Potholes between Hall Court and Kynaston, Nutalls and Rushall up to the Ridge.
Road junction markings adjacent to the Walwyn.
Jubilee tree junction marks incorrect.
Banners and signs on the visibility railings at the Walwyn Arms and tree canopy, Councillor Weston to address.
12.2 Speed Limit:
The Speed limit request is currently at 9th on the list.
13. Financial Items
13.1 Budget 2016/17
Councillors considered the budget for 2015/16 and set each item in order to calculate the precept needed.
RESOLUTION: That the budget is approved. Unanimous
13.2 Precept 2016/17
From the budget considered an increase of 2.7% to the precept was set.
RESOLUTION: To set the precept for 2016/17 at £5250. Unanimous
13.3 Summary of Receipts and Payments to
The Clerk presented a report of the Payments and Receipts for the period to 30th November2015. Showing a balance of £10,446.25.
RESOLUTION: That the summary be approved.
13.4 Invoices for Payment
Councillors considered the payment of the invoices for:
Staff Costs £306.26 December and January
Hall Hire £135.00
RESOLUTION: That the payment of the invoices in the sum of £441.26 be approved.
14. Correspondence
Councillors reviewed the list of correspondence received.
